ASER Pakistan is a citizen led assessment focused on sustainable strategies for improving equitable lifelong learning above all and especially for the most vulnerable groups. It has been providing evidence on learning outcomes for both in-school and out-of-school children since 2010 and is part of the powerful south-to-south People's Action for Learning (PAL) Network, which consists of 14 counterparts in countries across Asia, Africa and Latin America who are part of this movement focused on learning outcomes. Citizen led assessment has now become a mainstream genre of reporting globally and features in the UNESCO Institute of Statistics learning assessments catalogue.
ASER Pakistan's assessments support the Education Commission's Learning Generation vision of strengthening education systems and learning outcomes through assessment and sharing of results, and it does so particularly by addressing gaps in the data such as those around out-of-school children. ASER's merit extends to its engagement with helping to track the international commitment expressed in the Education 2030 Agenda, with its indicators mapping onto many the SDG4 indicator set. As it moves forward, ASER’s work will revolve around moving from assessment to improvement in learning starting from preschool and ensuring that no one is excluded.
The Idara-e-Taleem-Aagahi and PAL network have been instrumental in moving ASER’s agenda as well as the wider work on improving life-long learning, learning assessment, and education investment across Pakistan and the global network.”
